미국 전대통령 《닉슨》(1995년작)과 그의 마지막 연설문

1995년작 <닉슨(Nixon)>이라는 영화를 본 이유는 너무 길어서였다. 내가 가지고 있는 영화 중에 너무 길어서 너무 많은 저장용량을 차지하고 있었다. 이제 '스트리밍의 시대'이다. 굳이 영화를 저장장치에 가지고 있을 필요는 없다. 그래서 가지고 있는 영화를 하나씩 본 후 지워버리는 중인데, 이 영화는 3시간이 넘어서 볼 생각도 하지 않고 그저 가지고 있을 뿐이었다. 그리고 올리버 스톤의 1991작 <JFK>는 극장에서 본 기억이 있는 데, 그가 만든 JFK의 정적이었던 닉슨의 영화는 본 적이 없었다. 그런데 그저 워터게이트 사건으로 나쁜 대통령이라는 선입견으로 영화에 크게 관심을 못 느끼고, 국내에서도 별로 많은 사람이 본 적 없을 것이다.

3시간이 넘는 이 영화를 보고 나서 영화 전체의 내용보다 그의 마지막 하야 연설이 마음속에 깊이 남았다. 현재 우리나라의 상황, 국제 정세를 보면 1974년에 사임한 대통령이 모든 걸 내려놓고 작성한 글이 왜 이리도 마음을 울리는지 모르겠다. 내 나이만큼이나 지난 역사가 인류 전체의 역사에서 너무 미미한 시간인지, 아니면 인류는 별로 진보하지 못한 것인지 의문스럽다.

 

영화의 감상보다 그의 연설이 너무 마음에 닿아 마지막 연설문을 한 번 번역해 보았다. 그의 과오를 떠나, 하나의 글로써 한번 읽어보길 바란다.

 

 

닉슨의 하야 연설

 

Good evening.

안녕하세요.

 

This is the 37th time I have spoken to you from this office, where so many decisions have been made that shaped the history of this Nation. Each time I have done so to discuss with you some matter that I believe affected the national interest.

 

이 사무실에서 여러분께 말씀드리는 건 이번이 37번째입니다. 이곳에서는 이 국가의 역사를 형성하는 수많은 결정이 내려져 왔습니다. 매번 저는 국가의 이익에 영향을 미친다고 믿는 사안을 논의하기 위해 이 자리에 섰습니다.

 

In all the decisions I have made in my public life, I have always tried to do what was best for the Nation. Throughout the long and difficult period of Watergate, I have felt it was my duty to persevere, to make every possible effort to complete the term of office to which you elected me.

 

제 공직 생활 동안 내린 모든 결정에서 저는 항상 국가를 위해 최선의 일을 하려고 노력해 왔습니다. 워터게이트 사건의 길고 어려운 기간 동안 저는 여러분이 저에게 맡겨주신 임기를 완수하기 위해 인내하고 모든 노력을 다하는 것이 제 의무라고 느껴왔습니다.

 

In the past few days, however, it has become evident to me that I no longer have a strong enough political base in the Congress to justify continuing that effort. As long as there was such a base, I felt strongly that it was necessary to see the constitutional process through to its conclusion, that to do otherwise would be unfaithful to the spirit of that deliberately difficult process and a dangerously destabilizing precedent for the future.

But with the disappearance of that base, I now believe that the constitutional purpose has been served, and there is no longer a need for the process to be prolonged.

 

그러나 그 기반이 사라짐에 따라, 저는 이제 헌법적 목적이 달성되었다고 믿으며, 이 과정을 더 이상 연장할 필요가 없다고 생각합니다.

 

I would have preferred to carry through to the finish whatever the personal agony it would have involved, and my family unanimously urged me to do so. But the interest of the Nation must always come before any personal considerations.

 

개인적인 고통이 아무리 컸더라도 끝까지 완수하는 것이 더 좋았을 것입니다. 그리고 제 가족은 일치된 의견으로 그렇게 하라고 권고했습니다. 하지만 국가의 이익은 언제나 개인적인 고려보다 더 우선되어야 합니다.

 

From the discussions I have had with Congressional and other leaders, I have concluded that because of the Watergate matter I might not have the support of the Congress that I would consider necessary to back the very difficult decisions and carry out the duties of this office in the way the interests of the Nation would require.

 

국회 및 기타 지도자들과 논의한 결과, 워터게이트 사건으로 저는 이 직위의 직무를 수행하고 국가의 이익에 부합하는 방식으로 매우 어려운 결정을 지지하고 실행하는 데 필요한 국회의 지지를 얻지 못할 수도 있다는 결론을 내렸습니다.

 

I have never been a quitter. To leave office before my term is completed is abhorrent to every instinct in my body. But as President, I must put the interest of America first. America needs a full-time President and a full-time Congress, particularly at this time with problems we face at home and abroad.

To continue to fight through the months ahead for my personal vindication would almost totally absorb the time and attention of both the President and the Congress in a period when our entire focus should be on the great issues of peace abroad and prosperity without inflation at home.

Therefore, I shall resign the Presidency effective at noon tomorrow. Vice President Ford will be sworn in as President at that hour in this office.

As I recall the high hopes for America with which we began this second term, I feel a great sadness that I will not be here in this office working on your behalf to achieve those hopes in the next 21/2 years. But in turning over direction of the Government to Vice President Ford, I know, as I told the Nation when I nominated him for that office 10 months ago, that the leadership of America will be in good hands.

In passing this office to the Vice President, I also do so with the profound sense of the weight of responsibility that will fall on his shoulders tomorrow and, therefore, of the understanding, the patience, the cooperation he will need from all Americans.

As he assumes that responsibility, he will deserve the help and the support of all of us. As we look to the future, the first essential is to begin healing the wounds of this Nation, to put the bitterness and divisions of the recent past behind us, and to rediscover those shared ideals that lie at the heart of our strength and unity as a great and as a free people.

By taking this action, I hope that I will have hastened the start of that process of healing which is so desperately needed in America.

 

이 행동을 함으로써, 저는 미국에서 절실히 필요한 치유의 과정이 시작되는 것을 앞당기길 희망합니다.

 

I regret deeply any injuries that may have been done in the course of the events that led to this decision. I would say only that if some of my Judgments were wrong, and some were wrong, they were made in what I believed at the time to be the best interest of the Nation.

 

이 결정에 이르게 된 사건 과정에서 발생한 어떤 상처나 피해에 대해 진심으로 유감스럽게 생각합니다. 다만, 제 판단 중 일부가 잘못되었고, 실제로 일부는 잘못되었지만, 그 판단들은 당시 제가 국가의 최선이라고 믿었던 방향에서 이루어졌다는 점을 말씀드리고 싶습니다.

 

To those who have stood with me during these past difficult months, to my family, my friends, to many others who joined in supporting my cause because they believed it was right, I will be eternally grateful for your support.

 

지난 어려운 달 동안 저와 함께해 주신 분들, 제 가족, 친구들, 그리고 제 사명을 지지해 주신 많은 분들께, 그분들이 옳다고 믿었기 때문에 함께해 주신 것에 대해 영원히 감사드리겠습니다.

 

And to those who have not felt able to give me your support, let me say I leave with no bitterness toward those who have opposed me, because all of us, in the final analysis, have been concerned with the good of the country, however our judgments might differ.

 

그리고 저에게 지지를 보내지 못하셨다고 느끼시는 분들께 말씀드리자면, 저를 반대하신 분들에 대해 어떤 원망도 품지 않고 떠납니다. 왜냐하면 결국 우리는 모두 국가의 이익을 위해 노력해 왔기 때문입니다. 우리의 판단이 무엇이 달랐더라도 말이죠.

 

So, let us all now join together in affirming that common commitment and in helping our new President succeed for the benefit of all Americans.

 

그러므로, 이제 모두 함께 그 공동의 결의를 재확인하고, 모든 미국인의 이익을 위해 새로운 대통령께서 성공적으로 임무를 수행할 수 있도록 돕는 데 힘을 모읍시다.

 

I shall leave this office with regret at not completing my term, but with gratitude for the privilege of serving as your President for the past 51/2 years. These years have been a momentous time in the history of our Nation and the world. They have been a time of achievement in which we can all be proud, achievements that represent the shared efforts of the Administration, the Congress, and the people.

 

저는 임기를 마치지 못하고 이 직위를 떠나는 것을 안타깝게 생각하지만, 지난 5년 반 동안 여러분의 대통령으로 봉사할 수 있었던 특권에 감사하게 생각합니다. 이 기간은 우리 국가와 세계의 역사에서 중요한 시기였습니다. 이는 모두 자랑스러워할 수 있는 성취의 시기였으며, 행정부, 의회, 그리고 국민의 공동 노력의 결실입니다.

 

But the challenges ahead are equally great, and they, too, will require the support and the efforts of the Congress and the people working in cooperation with the new Administration.

 

하지만 앞으로의 과제들도 마찬가지로 크며, 이 역시 국회와 새로운 행정부와 협력하여 일하는 국민의 지원과 노력이 필요할 것입니다.

 

We have ended America's longest war, but in the work of securing a lasting peace in the world, the goals ahead are even more far-reaching and more difficult. We must complete a structure of peace so that it will be said of this generation, our generation of Americans, by the people of all nations, not only that we ended one war but that we prevented future wars.

 

우리는 미국의 가장 긴 전쟁을 끝냈지만, 세계에 지속 가능한 평화를 확보하는 작업에서 앞날의 목표는 더욱 광범위하고 어려울 것입니다. 우리는 이 세대, 즉 우리 미국인 세대가 모든 국가의 국민에게 단순히 한 전쟁을 끝냈다는 것이 아니라 미래의 전쟁을 예방했다는 평가를 받을 수 있도록 평화의 구조를 완성해야 합니다.

 

We have unlocked the doors that for a quarter of a century stood between the United States and the People's Republic of China.

 

우리는 25년간 미국과 중화인민공화국 사이에 가로놓여 있던 문을 열었습니다.

 

We must now ensure that the one quarter of the world's people who live in the People's Republic of China will be and remain not our enemies but our friends.

 

우리는 이제 세계 인구의 4분의 1이 거주하는 중화인민공화국의 국민이 우리 적군이 아닌 친구로 남아 있도록 반드시 보장해야 합니다.

 

In the Middle East, 100 million people in the Arab countries, many of whom have considered us their enemy for nearly 20 years, now look on us as their friends. We must continue to build on that friendship so that peace can settle at last over the Middle East and so that the cradle of civilization will not become its grave.

 

중동 지역에서 아랍 국가들에 거주하는 1억 명의 사람들이, 그중 많은 이들이 우리를 20년 가까이 적대시해 왔지만, 이제 우리를 친구로 여기고 있습니다. 우리는 이 우정을 계속 키워나가야 합니다. 그렇게 함으로써 중동에 마침내 평화가 깃들 수 있도록 하고, 문명의 발상지가 그 무덤이 되지 않도록 해야 합니다.

 

Together with the Soviet Union we have made the crucial breakthroughs that have begun the process of limiting nuclear arms. But we must set as our goal not just limiting but reducing and finally destroying these terrible weapons so that they cannot destroy civilization and so that the threat of nuclear war will no longer hang over the world and the people.

 

소련과 함께 우리는 핵무기 제한 과정을 시작하는 결정적인 돌파구를 마련했습니다. 그러나 우리의 목표는 단순히 제한하는 것이 아니라 이 끔찍한 무기를 감축하고 최종적으로 파괴하는 것이어야 합니다. 이를 통해 이 무기들이 문명을 파괴하지 못하도록 하고, 핵전쟁의 위협이 세계와 인류 위에 더 이상 드리워지지 않도록 해야 합니다.

 

We have opened the new relation with the Soviet Union. We must continue to develop and expand that new relationship so that the two strongest nations of the world will live together in cooperation rather than confrontation.

 

우리는 소련과 새로운 관계를 수립했습니다. 우리는 이 새로운 관계를 지속적으로 발전시키고 확대해야 합니다. 그렇게 함으로써 세계에서 가장 강력한 두 국가가 대립이 아닌 협력 속에서 함께 살아갈 수 있도록 해야 합니다.

 

Around the world, in Asia, in Africa, in Latin America, in the Middle East, there are millions of people who live in terrible poverty, even starvation. We must keep as our goal turning away from production for war and expanding production for peace so that people everywhere on this earth can at last look forward in their children's time, if not in our own time, to having the necessities for a decent life.

 

전 세계적으로, 아시아, 아프리카, 라틴 아메리카, 중동 지역에서 수백만 명의 사람들이 극도의 빈곤, 심지어 굶주림 속에서 살아가고 있습니다. 우리는 전쟁을 위한 생산에서 벗어나 평화를 위한 생산을 확대하는 것을 목표로 삼아야 합니다. 이를 통해 이 지구의 모든 사람이, 적어도 우리 세대가 아닌 다음 세대에는, 인간다운 삶을 영위하기 위한 필수품을 갖출 수 있도록 해야 합니다.

 

Here in America, we are fortunate that most of our people have not only the blessings of liberty but also the means to live full and good and, by the world's standards, even abundant lives. We must press on, however, toward a goal of not only more and better jobs but of full opportunity for every American and of what we are striving so hard right now to achieve, prosperity without inflation.

 

미국에서 우리는 대부분의 국민이 단순히 자유의 축복만을 누리는 것이 아니라, 세계 기준으로도 풍요로운 삶을 살 수 있는 수단을 갖추고 있다는 점에서 행운입니다. 그러나 우리는 단순히 더 많은 일자리와 더 나은 일자리를 추구하는 것뿐 아니라, 모든 미국인에게 완전한 기회를 제공하고, 현재 우리가 열정적으로 추구하는 목표인 인플레이션 없는 번영을 달성하기 위해 계속 노력해야 합니다.

 

For more than a quarter of a century in public life I have shared in the turbulent history of this era. I have fought for what I believed in. I have tried to the best of my ability to discharge those duties and meet those responsibilities that were entrusted to me.

 

공직 생활에서 25년 이상을 보내며, 저는 이 시대의 격동적인 역사를 함께 겪어왔습니다. 저는 믿는 바를 위해 투쟁해 왔으며, 저에게 맡겨진 의무와 책임을, 최선을 다해 이행하기 위해 노력해 왔습니다.

 

Sometimes I have succeeded and sometimes I have failed, but always I have taken heart from what Theodore Roosevelt once said about the man in the arena, "whose face is marred by dust and sweat and blood, who strives valiantly, who errs and comes short again and again because there is not effort without error and shortcoming, but who does actually strive to do the deed, who knows the great enthusiasms, the great devotions, who spends himself in a worthy cause, who at the best knows in the end the triumphs of high achievements and who at the worst, if he fails, at least fails while daring greatly."

I pledge to you tonight that as long as I have a breath of life in my body, I shall continue in that spirit. I shall continue to work for the great causes to which I have been dedicated throughout my years as a Congressman, a Senator, a Vice President, and President, the cause of peace not just for America but among all nations, prosperity, justice, and opportunity for all of our people.

There is one cause above all to which I have been devoted and to which I shall always be devoted for as long as I live.

 

제 인생에서 가장 중요하게 여겨온 단 한 가지 목표가 있습니다. 이 목표를 위해 저는 지금까지 헌신해 왔으며, 살아 있는 한 언제까지나 헌신할 것입니다.

 

When I first took the oath of office as President 51/2 years ago, I made this sacred commitment, to "consecrate my office, my energies, and all the wisdom I can summon to the cause of peace among nations."

 

5년 반 전 대통령으로 취임할 때, 저는 이 신성한 약속을 했습니다. “제 직위, 제 모든 에너지, 그리고 제가 모을 수 있는 모든 지혜를 국가 간의 평화라는 대의에 바치겠습니다.”

 

I have done my very best in all the days since to be true to that pledge. As a result of these efforts, I am confident that the world is a safer place today, not only for the people of America but for the people of all nations, and that all of our children have a better chance than before of living in peace rather than dying in war.

This, more than anything, is what I hoped to achieve when I sought the Presidency. This, more than anything, is what I hope will be my legacy to you, to our country, as I leave the Presidency.

 

이것이 바로 제가 대통령직을 추구할 때 가장 간절히 바랐던 것입니다. 이것이 바로 제가 대통령직을 떠날 때 여러분과 우리 국가에 남기고 싶은 유산이 되기를 희망합니다.

 

To have served in this office is to have felt a very personal sense of kinship with each and every American. In leaving it, I do so with this prayer: May God's grace be with you in all the days ahead.

닉슨의 연설에서 묘하게 오래 남는 부분은 루스벨트 인용구이다.

이걸 자기 변론으로 쓰는 사람이 독재자냐 비극적 인물이냐를 두고 사람들이 아직도 갈리는 것 같다. 올리버 스톤도 닉슨을 단순한 악당으로 그리지 않으려 했고, 앤서니 홉킨스가 그 복잡함을 잘 담아냈다는 평이 많다.
